Bring water to a boil in a pot, then add the shrimp rice noodle rolls and steam over high heat for about 3 minutes (if the shrimp are large, steam for 5 minutes). 9. Once the shrimp rice noodle rolls are cooked, remove them from the pot. 10. Finally, drizzle the chili soy sauce over the shrimp rice noodle rolls and garnish with shredded scallions.
